MABUHAY EMERGENCY NETWORK PLAN
MABUHAY EMERGENCY NETWORK PLAN (by MRILP)
I SUGGEST THAT WE FAMILIARIZE OURSELVES W/ THE FOLLOWING PROPOSED HIERARCHY OF MODES OF COMMUNICATION BETWEEN OUR KABAYANS ABROAD AND
THE ISLANDS WHENEVER DISASTER AND/OR EMERGENCY STRIKES.

THE IDEA IS TO CREATE A NETWORK WHERE WE CAN USE TO TRANSFER AND/OR EXCHANGE TRAFFIC USING AMATEUR RADIO DURING A DISASTER EMERGENCY, ROUTINE TRAFFICS DURING NON-EMERGENCIES.
PHASE I SYSTEMS TO USE FOR MEN
1. ECHOLINK - LINKS / PC USERS
- THE ECHOLINK IS THE PRIMARY SYSTEM THAT WILL BE USED.
PARTICIPATING CLUBS OR STATIONS WILL BE REQUIRED TO PROVIDE THE LINKS DURING NET CALLS, TEST/SIMULATIONS AND ACTUAL EMERGENCIES.
2. TCP/IP PACKET GATEWAY
- THIS SYSTEM WILL BE SETUP IN PRIMARY LOCATIONS WHERE THERE ARE ACTIVE STATIONS AND CLUBS.
- THE IDEA IS TO BE ABLE TO TRANSFER PACKET RADIO MESSAGES COMING FROM AND TO ALL THIS PRIMARY LOCATIONS.
3. HF PACTOR / PACKET RADIO GATEWAYS
- THIS SYSTEM WILL WORK TOGETHER WITH THE TCP/IP PACKET GATEWAY.
- HF WILL BE USE AS A MEANS OF TRANSFERING DATA FROM ALL THE PRIMARY LOCATIONS.
4. LOCAL VHF/UHF PACKET RADIO USERS.
- A NUMBER OF REMOTE LOCATIONS WHO CAN CONNECT TO GATEWAYS TO ACCESS PACKET MESSAGES.
- EXAMPLE, DIFFERRENT CLUBS IN THE LOS ANGELES AREA WHO USES PACKET RADIO TO GET ROUTINE TRAFFICS VIA THE MRILP-LAX GATEWAY.
5. HF/VHF/UHF VOICE
- HF/VHF/UHF WILL PROVIDE THE NECESSARY BACKUP SPECIALY IN THE CASES WHERE THERE IS NO INTERNET ACCESS AVAILABLE IN THE AFFECTED AREAS.
-EXAMPLE, IF THERE IS A DISASTER EMERGENCY IN CALIFORNIA AND THE LINES ARE DOWN AND NO INTERNET ACCESS ARE AVAILABLE, AN ALTERNATIVE PLAN WOULD BE TO USE HF/VHF/UHF FROM THE AFFECTED AREAS AND SEND THE MESSAGES TO A REMOTE LOCATION WITH INTERNET ACCESS. IF PROPAGATION IS FAVORABLE, A DIRECT CONTACT WITH ANOTHER IS ADVISED.
PHASE II PROCEDURES / SIMULATIONS
1. NTS - NATIONAL TRAFFIC SYSTEM.
- THERE SHOULD BE ONE SYSTEM USED IN SENDING MESSAGES. THE CHALLENGE HERE LIES IN EACH STATIONS DEDICATION TO KNOW THE NTS. RADIOGRAMS ARE USED TO SEND MESSAGES IN THE NTS SYSTEM.
DURING SIMULATIONS CLUBS AND STATIONS WILL EXCHANGE MESSAGES USING THE RADIOGRAM AND NTS.
2. SIMULATIONS.
- EMERGENCY SIMULATIONS WILL BE CONDUCTED A COUPLE OF TIMES DURING THE YEAR.
- ALL CLUBS WILL BE ASKED TO PARTICIPATE IN ORDER TO SEE IF THEIR EMERGENCY TEAM IS READY TO MEET THE STANDARDS THAT OUR MABUHAY EMERGENCY NETWORK HAS SET FOR US.
3. INFORMATION CAMPAIGN
- JUST LIKE IN ANY NEW SYSTEM, THE MOST IMPORTANT ASPECT FOR IT TO BE A SUCCESS IS TO HAVE AN INFORMATION CAMPAIGN.
WITH THE HELP OF EXISTING SYSTEMS AND MOST IMPORTANTLY WITH THE COOPERATION AND SUPPORT OF ALL OUR FELLOW HAMS AND CLUBS, WE CAN HAVE A SUCCESFUL EMERGENCY SYSTEM IN PLACE. A SYSTEM THAT WE CAN COUNT ON IN DISASTER EMERGENCIES AND TO HELP OUR FELLOW HAMS AND KABABAYANS IN TIME OF NEED.
- EMERGENCY TEAMS FROM EACH CLUB IS NECESSARY IN ORDER TO GET A NETWORK OF EMERGENCY STATION OPERATORS. THIS TEAM WILL BE THE ONE TO WORK ON SIMULATIONS AND ACTUAL DISASTER EMERGENCIES.
PHASE III SCENARIOS
A. EMERGENCY-PRIORITY-WELFARE-ROUTINE
1. THERE ARE DIFFERENT SCENARIOS IN ANY GIVEN EMERGENCY BUT TO GET AN IDEA OF HOW OUR SYSTEM CAN BE LAUNCH FOR ACTION WOULD DEPEND ON THE FOLLOWING CRITERIA/SCENARIO.
- EARTHQUAKE - COMMUNICATIONS WERE DISRUPTED IN LOCAL AREAS, LOST OF LIVES AND PROPERTIES.
-TERRORIST ATTACK - COMMUNICATIONS WERE DISRUPTED IN LOCAL AREAS, LOST OF LIVES AND PROPERTIES.
-TYPHOON/STORMS - COMMUNICATIONS WERE DISRUPTED IN LOCAL AREAS, LOST OF LIVES AND PROPERTIES.
B. ROUTINE NON-EMERGENCY SCENARIO
1. OUR SYSTEM CAN BE USED AT ANY GIVEN TIME TO FORWARD ROUTINE TRAFFICS FROM ONE HAM TO ANOTHER HAM, FROM HAM TO A NON-HAM, FROM A NON-HAM TO A NON-HAM. THIS ROUTINE TRAFFIC WOULD USUALLY BE SENT OUT DURING RADIO NET CALLS. NOTONLY CAN WE PROVIDE A FREE TRAFFIC SYSTEM TO OUR COMMUNITY BUT ALSO THIS WILL ENCOURAGE NON-HAMS TO JOIN OUR RANKS. THE ARRL NTS SYSTEM IS WORKING DAY BY DAY IN PROVIDING SERVICE TO THE COMMUNITIES. WE CAN ALSO DO THIS UNDER OUR MABUHAY EMERGENCY NETWORK.
TCP/IP PACKET RADIO GATEWAY
The MRILP wll continue to create new projects for the benefit of the Amateur Radio Community.
We are now working on the TCP/IP Packet Radio Gateway. At the moment we already have one gateway on test at Claremont, California. You can check it out at this telnet address telnet://k6irf.ampr.org or if you are in the Southern California area and have packet radio, you can access it at 145.03 mhz.
